Michael Fingerhood, MD, is a Professor of Medicine and Public Health at Johns Hopkins University, and Chief of the Division of Addiction Medicine at Johns Hopkins Bayview Medical Center. Dr. Fingerhood earned his Bachelor of Arts degree from Johns Hopkins University and his Medical Degree from Albert Einstein College of Medicine. He completed internal medicine training and a chief resident year at Johns Hopkins Bayview Medical Center. The mission of his career has been to promote and improve the provision of medical care to patients with substance use disorder, including the treatment of HIV and hepatitis C, with the development, maintenance and evaluation of innovative programs related to the care of these individuals. Dr. Fingerhood created the Comprehensive Care Practice in 1994, a Ryan White funded primary care practice largely devoted to providing care to individuals with substance use disorder. The practice has been innovative in integrating buprenorphine treatment into the primary care setting for over 650 individuals. He has also co-created novel buprenorphine treatment programs at a community center, at a church and in a mobile van outside the Baltimore detention center. Dr. Fingerhood has received the Health Equity Leadership award from the Baltimore City Health Department and is co-author of the American Society of Addition Medicine (ASAM) Handbook of Addiction Medicine. He was chair of the ASAM Annual Conference Planning Committee from 2014-2020, and currently chairs the ASAM State of the Art Conference and the ASAM Medical Education Council. He has co-authored over 70 research papers and has received NIH research funding continuously over the past 30 years.

Carol Dawson-Rose, RN, PhD, FAAN, is a Professor and Chair in the Department of Community Health Systems at the University of California, San Francisco (UCSF), School of Nursing. Dr. Dawson-Rose has over 35 years of combined HIV clinical and community-engaged research, primarily focusing on implementing substance use services into programs that support engagement in the HIV care continuum and decreasing substance use stigma. She is the Program Director for the UCSF Center for AIDS Research (CFAR) Substance Use Research Program and a member of the AIDS Research Institute. Dr. Dawson-Rose is co-director of the Next Generation Nurse Scientists Ending the HIV Epidemic, designed to train a diverse cadre of nurse scientists with the research skills needed to lead efforts to end the HIV epidemic. Funded by the National Institute of Nursing Research, this program will build on almost 30 years of cutting-edge HIV research and training in the School of Nursing.

Statement of Need

The co-occurrence of Substance Use Disorder (SUD) for people living with HIV (PLWH) may impact HIV transmission, morbidity, and mortality but is not a contraindication for HIV treatments such as antiretroviral therapy (ART). Guidelines from the U.S. Department of Health and Human Services (HHS) and the Substance Abuse and Mental Health Services Administration (SAMHSA) direct clinicians to screen for potential mental health disorders and provide ART to PLWH and SUD, but education is required for clinicians to understand and meet the treatment challenges for these individuals and choose between the various ART treatment options to meet their unique needs.

This CMEO BriefCase entitled, People Living with HIV (PLWH) and Substance Abuse Disorder (SUD): Addressing Barriers to Viral Suppression, will discuss a specific case of an individual who must simultaneously face the challenges of living with HIV as well as having a SUD. Expert faculty will address mental health screening and different ART treatment options for HIV given the difficulties and unique barriers faced by patients with a comorbid condition of SUD.
